PROJECTLEIDER HERSTEL & INNOVATIEPAKKET CULTURELE SECTOR

From March 2021 – December 2022 I was working as project manager for the cultural department of Gemeente Utrecht. I a.o. helped with setting up the COVID-19 recovery package and implementation of this package. I was working on a freelance basis.

Activities included:

– concept development Ontwikkelsubsidie Cultuur;
– concept development Subsidie extra kosten culturele evenementen (in collaboration with a colleague from Economic Afairs);
– concept development Subsidie extra kosten culturele activiteiten (in collaboration with a colleague from Economic Affairs);
– concept development Subsidie Programmeringsbudget Cultuur;
– discuss concepts subsidies mentioned above with legal adviser and subsidy agency;
– processing all grant applications 4 subsidy schemes mentioned above (in 2021 in collaboration with a colleague from Cultural Afairs, in 2022 on my own);
– design internal proces Ontwikkelsubsidie cultuur (in collaboration with a colleague from Cultural Afairs);
– watching the draft and providing input subsidy scheme ‘Morgen Mooier Maken’ of Economic Affairs department Gemeente Utrecht;
– drafting amendment decisions 4 subsidy schemes;
– drawing up assignment letters for 3 different cultural events in consultation with 3 colleagues;
– manage steunvoorcultuur email inbox;
-organisation and production of visit Raad voor Cultuur to Utrecht (1st of October 2021);
-organisation and production of the Fair Practice program cultural department City of Utrecht organizes in cooperation with Kunsten ’92;
– together with the business controller of the cultural department processing subsidy applications for the Emergency support scheme for cultural and heritage Institutions 2022 (Regeling Noodsteun Cultuur- en erfgoedinstellingen 2022)

Key points of Ontwikkelsubsidie Cultuur:
– makers didn’t need to be legal entities;
– collaboration between maker or cultural organisation and another organisation (based in Utrecht, or elsewhere);
– makers and organisations were allowed to apply; organizations could apply for a subsidy of a minimum of 2,000 euros and a maximum of 10.000 euros while makers could apply for a subsidy of a minimum of 2000 euros and a maximum of 7500 euro;
– not expected to deliver a product but focus on artistic and/or business development.

Ontwikkelsubsidie Cultuur was open to all cultural disciplines (art, music, theater, fashion, literature, film, dance, design, digital culture – among which video games and net art -, comics and urban culture, or a mixture of one of these categories). There was no age limit. Plus this subsidy scheme also was accesible to people who were educated in a non linear way.

Key points of Subsidie extra kosten culturele evenementen:
– subsidy was meant for compensating extra costs of making an Utrecht based cultural event/festival coronaproof;
– organizations could apply for a subsidy of a minimum of 5,000 euros and a maximum of 40.000 euros. The maximum amount was based on the amount of fees you had to pay to the government when applying for a permit;

Key points of Subsidie extra kosten culturele activiteiten:
– subsidy was meant for compensating extra costs of making an Utrecht based event/festival coronaproof. Focus of the event wasn’t culture, but culture at the same time needed to be an essential part of the programming of the festival;
– organizations could apply for a subsidy of a minimum of 1,2500 euros and a maximum of 10.000 euros. The maximum amount was based on the amount of fees you had to pay to the government when applying for a permit;

Key points of Subsidie Programmeringsbudget Cultuur:
– subsidy was meant for stimulating cultural programming on locations like churches, clubs, bookstores, librairies and bars. – organizations could apply for a subsidy of a minimum of 3.000 euros and a maximum of 30.000 euros if all necessary programming facilities were already in place, or a minimum of 3000 euros and a maximum of 50.000 euros if the space still needed to be made suitable for cultural programming.
